  1. Heat olive oil in a heavy pot and brown the cubed lamb on all sides.
  2. Add sliced onion and julienned carrot, sauté until softened and lightly caramelized.
  3. Stir in cumin, salt and whole garlic cloves, then pour in enough water to cover.
  4. Simmer covered for 40 minutes until lamb is tender and broth is rich.
  5. Add the cooked rice on top, do not stir, cover and steam 10 minutes off the heat.
  6. Gently mix from the bottom to combine meat, vegetables and rice, serve hot.
