  1. Separate boiled cabbage leaves and trim thick veins so they roll easily.
  2. Sauté chopped onion and grated carrot in a pan until soft and lightly golden.
  3. Mix ground beef, cooked rice, half the sautéed vegetables and salt into a filling.
  4. Place filling on each leaf, fold sides in and roll up tightly into neat parcels.
  5. Layer rolls in a pot, cover with tomato sauce mixed with remaining vegetables and water.
  6. Simmer covered for 45 minutes until tender, then serve topped with a dollop of sour cream.
